Annual Meeting Minutes
May 19, 1999
Meeting commenced at
7:15 P.M. at the Wixom Community Center
Roll was taken. Attendance as follows:

Also in attendance were approximately 25-30 Wexford Mews residents and various city
officials (listed below).
After meeting was called to order and a quorum was established, Mike Kirk introduced board
members with roll call. Kirk urged audience members (fellow WMHA residents) to consider
joining the board.
Kirk welcomed city officials in attendance: Frank Sheridan, Assistant City Manager, Wixom;
Michael McDonald, Mayor, Cit of Wixom; John Lee, Wixom City Councilman; Valerie Klock,
Wixom Police Officer; Linda Fultz (sp), Wixom Police Officer; Clarence Goodlein, Acting
Police Chief, City of Wixom.
The meeting opened with a foregoing of approving previous meeting minutes until next
regular meeting. Kirk then made a call to public to city officials in relation to the
functions of our subdivision.
A resident asked if the Wixom water was Y2K ready. Mayor McDonald responded that the
Detroit city water project for Wixom will not be completed until late summer 2000. When
asked if the city was ready for Y2K, McDonald stated, "We'll be ready."
A resident inquired about the water tower which is to be constructed near the I-96/Wixom
Road interchange. Councilman Lee responded that this will be the only tower needed to
serve the City of Wixom and will hold 1.5 million gallons.
A resident asked about woodchips and paving for a path to Dover Park, stating that the
pathway is covered in broken concrete which he says was dumped there by the Phase III
builder. He added that he asked the city (Wixom) about this a year ago and has yet to see
any progress in having it cleaned up. The resident also expressed concern over engineering
standards being upheld when the path is eventually completed.
Another resident brought up safety issues concerning Dover Park access.
Sheridan responded that the City of Wixom is "chipping away at the builder"'
McDonald added that there is a "punch list" which must be completed by the
builder before escrow money is returned.
Sheridan said he will address the concerns, determine how far along the builder is in
completing what is required and report back to Mike Kirk as soon as possible.
A resident asked about use restrictions of Dover Park, reporting that she has witnessed a
brush fire, motorized "dirt bikes" and ramps in the woods behind the park, and
snowmobiles being driven in the area.
Kirk responded that WMHA is responsible for activities in the park and that the board
needs to be kept informed of any problems that are occurring to respond accordingly.
Kirk directed the homeowner to contact Wixom DPS, Wixom Fire Department or other relevant
department as necessary. He also said that the homeowners association is unable to have
complete control of what goes on; some things must be dealt with by private property owner
who has possession of woods abutting the subdivision.
A resident commented that there is a lot of trash and debris near construction sites in
the Bluffs which needs to be cleared.
Kirk said the problem is being addressed.
A resident asked Sheridan if a sidewalk ordinance exists in Wixom and who is responsible
for maintaining and repairing damaged sidewalks.
Sheridan did not give a clear response about an ordinance. McDonald said homeowners are
responsible for sidewalks in front of their homes.
A resident said there is a bus stop in front of a home whose owners do not shovel snow
from the sidewalk in the winter. Is there a legal obligation to shovel the sidewalk?
McDonald suggested that the resident who is concerned about this shovel the snow herself
for the safety of her children.
Another resident suggested that the bus stop could possibly be moved to another location.
A resident asked if erosion barriers are required on undeveloped lots. He lives next to an
undeveloped lot and says the soil run-off is ruining his property.
McDonald responded that a barrier is not required until "ground is broken". He
suggested the homeowner put up a barrier and send the bill to Jacobson in hopes of
reimbursement.
A resident inquired about the City of Wixom changing its policy to require that dumpster
be placed at construction sites. He said trash and debris from home construction
sites blow throughout the neighborhood. Other cities, like Novi, do require the use
of such dumpsters, he said.
McDonald responded that the use of a dumpster is no guarantee that debris will be
contained.
A resident asked if the city will keep the bike path (sidewalk) from Weyhill to Banks
Middle School cleared of snow during the winter months.
Sheridan said the city is still evaluating the plowing schedule based on which areas are
used more often before deciding which will get the most attention next winter.
Another homeowner commented on the good job the city did with snow removal last winter.
A resident asked if there will be crosswalk markings along Charms Road at Brentwood and
Windingway.
Councilman Lee said the city is currently taking inventory of signage and that the issue
will be addressed.
McDonald announced that city taxes are to decrease this year by 0.4 mills. This fall, the
city will ask for a short-term millage for new construction of a DPW facility to house
snow removal equipment. He estimates the city will ask for a 0.7-0.8 mill increase for 2-3
years.
Wixom Police Officer Val Klock took the floor, reminding residents to keep valuables out
of vehicles or to be sure they are hidden. She also reminded people to lock their cars.
She said Wixom is safe but there is no place free of crime. More crime is typically
expected during the warmer months, she added. She urged resident to take responsibility
and report suspicious people and situations to the police.
She also noted that snowmobile riding is not allowed within our city limits.
A resident commented that speeding is still a problem in our subdivision and along Charms
Road.
Klock said the police are keeping an eye out for speeders. She suggested that residents
approach neighborhood speeders and ask them to slow down, reminding them of the potential
hazards.
Klock also announced Wixom's bike safety awareness' and registration program which is
planned for Saturday, May 22, inviting all to attend.
Acting Police Chief Clarence Goodlein greeted homeowners and talked about the Citizen
Police Academy, offered each spring and fall by the Wixom Police Department. He explained
that the program teaches residents about our law enforcement system and urged resident to
consider signing up. He added that the program is funded through donations from businesses
in the community.
City officials were then thanked by Kirk for attending and left the meeting.
Committee Reports
Financial:
Steve Koester, Treasurer, presented the financial report and distributed budget sheets
to those in attendance. He reported that dues collections are "good", reminding
those who haven't paid to please do so. He added that currently 241/257 homeowners have
paid this year's dues.
Rules/Insurance:
Mike Caldwell explained the Corran Park survey which was completed several months ago
and the reason for such. He added that the board is awaiting the final statement.
Insurance premiums are comparable to last year's and are expected to remain so unless
Phase III coverage results in a substantial increase. He said the insurance company is
currently "looking into it".
Activities:
In Jennifer Moloney's absence, Mike Kirk read a statement from her announcing Aug. 7
as the WMHA picnic date. She also indicated that last year's picnic was a success. Kirk
appealed to volunteers for this year's picnic and a sign-up sheet was passed around. Kirk
retrieved the sheet with approximately 6-8 names on it.
Architectural:
In Bob Hood's absence, Mike Kirk reminded homeowners to consult subdivision by-laws
when adding structures such as decks and fences to property.
