Annual Meeting Minutes
May 24, 2000
WMHA President Mike
Kirk called the meeting to order shortly after the scheduled start
time of 7:00 PM.
Roll was taken. Attendance was as follows:

Mike Kirk welcomed those in attendance including the following Wixom city officials:
Clarence Goodlein, chief of police; Richard Ziegler, city council; Frank Sheridan,
assistant
city manager, Michael McDonald, mayor; John Momberg, city council; Valerie Klock,
Wixom police officer.
The floor was given to Klock who asked residents to consider a "National Night
Out",
possibly Aug.1, whereby homeowners would keep porch lights on and stay outdoors as
much as possible from 7 - 10 PM as an anti-crime show of solidarity. She suggested this in
light of the fact that a proposed Neighborhood Watch can't be formed in Wexford Mews
because the required minimum of 25% participation can't be fulfilled, due to disinterest
among homeowners. She reported that there are funds available in the Crime Prevention
budget for promoting a National Night Out through the purchase of Frisbees or other
items. Klock will contact the WMHA board in the future to determine if there is enough
interest among residents to pursue the plan.
Klock reported that she sees many bicyclists riding throughout the area without helmets
and reminded residents that bicycle accidents can result in death and injury. She offered
order forms for helmet purchase at reduced rates.
Klock reported that Wexford Mews is "fairly quiet" regarding crime incidents
though thefts
are occurring, particularly from unlocked vehicles; she reminded residents not to leave
purses, wallets and other valuables in vehicles.
Klock reported that the speeding problem on Charms Road is improving.
Klock discussed a car fire that occurred in April in Wexford Mews. The vehicle was
reportedly stolen and an arrest was made.
Mike Kirk opened the floor with a call to the public to city officials for questions and
comments. Kirk asked for a brief update on the city water situation. McDonald reported
that the water main is progressing with hook-up expected by December 2000. The water
tower is full and was being tested for back pressure, etc. Water rates have been adjusted
recently to reflect expected new rates. The additional monies collected prior to hook-up
will be used to decommission several wells in Wixom. Wixom will keep three pump
houses. Kirk asked about the plans for the Wexford Mews pump house and was told the
city is required to sell it on an open bid, if the well is indeed city property. Kirk
asked to
meet with officials at a future date to make preparations for the pump house.
City officials fielded several other questions from board members and other residents
concerning dual water meters, water pressure and hotel construction near the I-96
expressway.
A resident raised a question about development in the downtown area. McDonald stated
development is progressing and there is much interest in developing the area. He stated
that
major development is expected along Pontiac Trail within the next two years and that
Pontiac Trail may possibly be widened. He said the city is looking to bringing in people
"with money."
McDonald was asked about the razing of unsightly buildings in the area, particularly at
the
old Wixom Country Corners site. McDonald claims the city is "getting on" the
property
owner "as needed."
Frank Sheridan next took the floor and discussed issues concerning Dover Park. He stated
that he recently walked through the area and that 5 weeks ago Michael Dornan, city
manager, had met with the developer. He also reported that the developer had been
ticketed because only five of the required nine trees had been planted at the park.
Sheridan
then reported that the developer is complaining that "four-wheeling" (vehicles)
are
destroying the area, as evidenced by tire tracks, and that he will not repair that damage.
It was suggested by Mike Reckling that the damage in question could have been caused by
Wixom fire vehicles during the recent car fire in the area.
Reckling then raised safety issues with the park, including a 14 foot drop, as well as the
fact that the park is not being mowed. He reported that WMHA was told not to mow the
park so that the developer could be ticketed. Sheridan responded that this is
"another
$60,000 lawsuit" in the making and that it is really an issued between the developer
and
WMHA. He also stated that the developer sold the property to a third party; therefore the
city no longer has the recourse of demanding that construction cease.
Reckling expressed frustration with the city; he said he has been told that the problem
will
be fixed and that WMHA is taking up too much of city officials' time with the issue.
Reckling then asked what WMHA can do to resolve the issue.
The issue of dues collection to maintain Dover Park was raised by Momberg, though
several WMHA members stated that dues collected are used to maintain commons
property already under our control as well as for special events, etc.
Kirk said WMHA has been working with city officials for two years to see that the park
doesn't get turned over in poor condition.
Steve Koester stated that WMHA wants representation from the city in this manner.
Sheridan said the developer has agreed to add additional wood chips and trees to the park.
Kirk said he will meet with former WMHA president Mike Caldwell to determine what
was done in the past and then will contact Dornan's office to arrange a meeting to further
discuss the situation.
McDonald added that the city is not backing away and that the issues need to be examined.
Kirk asked the city to continue to represent WMHA "in battle" against Resco.
Committee Reports:
Finance: Steve Koester reported that approximately 20 homeowners have not paid this
year's dues; one homeowner is more than four years in arrears and one homeowner is more
than four years in arrears with a lien on the property.
Activities: Mike Reckling confirmed the annual picnic date of August 5 and expressed the
need for volunteers. He said the picnic will be run similar to last year's. Reckling added
that
volunteer help was lacking at last year's picnic, and urged everyone to ask their
neighbors
to get involved this year. He said to visit the WMHA website for updated information
regarding the picnic.
Architectural: Fred Hayball reminded residents that he has applications available
for decks,
pools, etc. Plans were recently approved for two decks in Wexford Mews.
Newsletter/Communications: Aileen Wingblad announced that the next newsletter will
likely be distributed during the first week of July. She asked that newsletter
contributions
and classified ads be sent to her or to any other board member.
Rules/Insurance: Mike Kirk noted that no board member is currently heading the
Rules/Insurance Committee, though he reminded residents to curb pets during walks, to
place garbage out no earlier than the night before pick-up and to refrain from blowing
lawn
clippings into the street as common courtesies to fellow neighbors.
Maintenance: Mike Kirk reported we have contracted with Breen's for lawn cutting and
Quality Lawn Care for fertilizing. Sprinklers at the two entrances and Wexford Park are
due to be turned on in the near future.
Regarding the recent Planting Day, Kirk reported help from more volunteers than in recent
years and thanked all volunteers for their assistance. He stated that it's likely that the
work
will be contracted out in the future.
Bell's Landscaping will be employed, at a cost of $7500, to improve the second entrance
and the Wexford Park entrance. Work is to begin during the third week of June.
Following committee reports, a call was made to the public.
A resident asked about mailboxes remaining on Charms Road for Bluffs residents. Kirk
said he will ask the post office if the mail boxes can be removed, though he suspected
three
or four are still being used.
Homeowner Joanne Schulz approached the board with a petition to construct a municipal
pool/aquatic center for Wixom residents. She has already discussed the idea with the
Wixom parks and recreation commission. She is circulating the petition throughout several
subdivisions in the city.
Nominations for the WMHA Board 2000-2001 included one new board member, Linda
Wallace, 1843 Devonshire, 669-7710. With the exception of Charles Chen and Bob Hood
who have resigned from the board, all WMHA board members 1999-2000 will remain on
the board as well.
